Competitive vs excepted service, status vs open competitive, transfer, reinstatement, CTAP/ICTAP/RPL, and why a current federal job does not open every announcement.
A current federal job is not a universal key
If you work for the federal government now — or did in the past — you may be able to use paths that the public cannot. That is an advantage on some announcements. It is not eligibility for every announcement, not automatic qualification, and not a hire.
Start with who may apply: read “This job is open to” on the job opportunity announcement (JOA: the USAJOBS posting). Peaklify does not decide whether you have status, reinstatement, or career-transition eligibility.
Competitive vs excepted service
In plain English: the competitive service is the civil-service system most people mean by “status” — career or career-conditional appointments filled under Title 5 competitive rules. The excepted service is a different set of appointments (agency-specific schedules). Excepted service is still federal employment; it does not automatically make you a competitive-service status candidate.
Some excepted employees can move into the competitive service only under an interchange agreement or another authority the announcement names. Do not assume your current agency badge opens a competitive-service status announcement.
Open competitive vs merit promotion (status)
- Open competitive — often labeled “Open to the public.” U.S. citizens (and other groups the posting lists) may apply. The agency uses delegated examining / competitive procedures.
- Merit promotion / status — the agency is filling from people it treats as status candidates: typically current competitive-service employees, and sometimes former employees with reinstatement eligibility, plus any other groups listed (which can include veterans under VEOA when the posting says so).
You can be highly qualified and still ineligible for a status-only job. You can be eligible for a public job and still fail specialized experience. Keep those concepts separate.
Transfer
A career or career-conditional competitive-service employee may be able to move to a competitive-service job in another agency without competing against the public — usually by applying to a vacancy open to status candidates. Transfer is not automatic. Higher grade or more promotion potential generally still requires competition under the agency’s merit-promotion plan. OPM’s transfer page is the official overview; the announcement in front of you controls.
Reinstatement (confirm against the announcement)
Reinstatement is a way some former career or career-conditional employees can apply for jobs open to status candidates without competing against the public. Time limits can apply if you did not acquire career tenure and do not have veterans’ preference.
OPM still publishes a reinstatement explainer for job seekers. Treat that page as background: some public OPM job-seeker pages are older than the announcement you are reading. The JOA and the hiring agency control how they accept status applicants today. Peaklify will not tell you that you “have reinstatement.”
Internal to an agency
Some postings are open only to employees of that agency (or a listed component). Being a federal employee at a different agency does not satisfy an internal-only hiring path. Read the icons and the agency clarification.
CTAP, ICTAP, and RPL
These are career-transition programs for surplus or displaced employees — not a general federal-employee perk.
- CTAP — intra-agency selection priority when you meet the program rules and the agency is accepting applications.
- ICTAP — interagency selection priority at another agency, typically for a job in the local commuting area, when you meet the program rules.
- RPL — the agency’s reemployment priority list, used in reduction-in-force and related placements.
If an announcement mentions these paths, gather the notices and forms it lists (for example a RIF or surplus notice). Peaklify does not decide whether you are surplus, displaced, or “well-qualified.” That adjudication stays with the agency.
Interchange (brief)
OPM and some excepted-service merit systems have interchange agreements. Eligible employees may move into the competitive service under the agreement’s conditions — not because they simply hold a federal badge. If the announcement does not mention interchange (or a related authority), do not assume it applies.
Veterans who are also federal employees
Preference, VEOA, and status eligibility can appear on the same posting and still mean different things. Preference generally does not apply to promotions, transfers, or reinstatements. Read Veterans’ Preference vs hiring authorities before combining those claims.

- Does a current or former federal job make me eligible for every announcement?
- No. Each announcement’s “This job is open to” / “Who may apply” section controls who may be considered. Competitive-service status, excepted-service employment, internal-to-agency limits, and public announcements are different doors.
- What is the difference between open competitive and merit promotion (status)?
- Open competitive (often “open to the public”) is the civil-service exam/delegated examining path. Merit promotion / status announcements are generally limited to people the agency is allowing to apply as current or former competitive-service employees (and sometimes other listed groups). Read the icons and the agency clarification.
- Will Peaklify decide if I am well-qualified for CTAP, ICTAP, or RPL?
- No. Peaklify can help you notice that an announcement mentions a career-transition path and list documents the announcement asks for. It does not adjudicate surplus/displaced status or “well-qualified.” That determination stays with the agency.
- Can Peaklify tell me if I have reinstatement eligibility?
- No. Reinstatement rules depend on your past appointment and the announcement. Some public OPM pages are older; the job opportunity announcement and the hiring agency control how they accept status applicants. Confirm against the posting you are using. Peaklify does not submit applications to USAJOBS — you apply yourself.
